Does resizing reduce file size too?

Yes — fewer pixels almost always means a smaller file. If you need to hit a specific file size, run the result through the Compress Image tool afterwards.

Can I enlarge a small image?

You can, but enlarging cannot invent detail that was never captured, so the result will look softer. Scaling up beyond about 200% is rarely worth it.

Are my files uploaded to a server?
